When will their service area be expanded? I am clearly in the coverage area (48640) and my local Wal-Mart sells the phones but I can’t activate because “I am out of the service area”.

Drive to a bigger city or maybe just a few miles away and try to activate again. It will probably work when you get onto a different set of cell phone towers.
